The Chaos Gods of W40k (as opposed to plain fantasy) have at least one galaxy full of highly emotional people to suckle off. Also, they can draw power directly from their portfolios: Khorne gets power every time blood is shed (including the blood of his own followers!), Nurgle gets power from decay and entropy, Tzeenech gets a high from the pursuit of knowledge (another reason why R&D is illegal in the Tech-Priesthood) and Slannesh... not sure.
So really they get power from negative emotions, which means anyone other than the Necrons or the Tyranids. (Warhammer is the top of my list of 'Fictional universes I really don't want to live in').
