This actually fits multiple characters of mine.

It was a real treat to get to watch it drawn. This was just amazing to watch all the detail come to life.

The Artist's name was Hollie L. and I got it at A-Kon 2007.

It could be Blood Rose from CoH, or it could be a Night-Bane version of Kodachi Kuno we did in anime addventure.

When I described the commission, I was using the Night-Bane thing. (Blood Rose stopped wearing school outfits a LONG time before she was even "Rose" much less "Blood Rose.")

Basically, this is what happened. It was a Hellsing/Ranma crossover starting with Ranma and Nabiki turning into a new type of vampire, one that wasn't undead, and Nabiki further being bound to Ranma through a trick of Happosai's.

In any case, Ranma and Nabiki draw attention from the major organizations of the Hellsing series and Kodachi ends up stumbling upon a fight between Alucard and Anderson that ends when she is impaled on a spike. The shock of the moment before that impact triggered her awakening as a nightbane and enabled her to survive. (Nightbane are shape changers with a second monstrous form that start out seeming human and sometimes have that power awakened by extreme emotional events)

However, Kodachi's "monster" form is linked to that event as well as her love of plants. As such, every time she switches to her powered form, she's wearing a school-outfit, with blood dripping from her mouth and eyes and a gaping wound in her chest. The wings aren't usually that visible, they instead usually appear as vines wrapped around her arms and legs and appear to be stabbing into her skin through the clothing.

As wings, they let her fly. Wrapped around her arms and legs, she can use them as weapons.

The darkness around her hands is common to all nightbane.

Kodachi is not undead, but her "monster form" gives her the look of a teenaged zombie. The really bizarre thing is that it has an aura of "unnatural beauty" to it as well, so she's going to eventually be grossed out when certain classes of people start finding her "can't you cretins see that my left breast is missing entirely and you can see all the through to the other side" form "sexy".
